Vol. 1 Introduction - Serial 122

These five volumes cover various domestic correspondence, orders, reports and other materials in the US. It mainly covers internal Army organization, and the orders needed to change peacetime laws to reflect wartime necessities, and also the different work done by the States and the Federal government.

This contains miscellaneous letters and reports from November 1, 1860 to March 31, 1862. Much of the material covers the strange legal situation surrounding secession (and dealing with States likely to secede, but with full membership until then) and the raising of the volunteers armies.
