GENERAL ORDERS,

HDQRS. DEPARTMENT OF THE PACIFIC, Numbers 31.

San Francisco, Cal., July 1, 1864.

1. Pursuant to General Orders, Numbers 201, from the War Department, Major General Irvin McDowell this day assumes command of the department.

2. Brigadier General George Wright will continue in command of the District of California, headquarters at Sacramento.

3. The detachment staff will until further orders remain as at present, with the exception of Lieutenant Colonel E. B. Babbitt, deputy quartermaster-general, chief of the quartermaste's department, who has been relieved by Special Orders, Numbers 195, current series, from the War Department. He will be succeeded by Major R. W. Kirkham, who is announced as chief of the quartermaster's department, and will be obeyed and respected accordingly.

4. The following officers are aides-de-camp to Major-General McDowell, viz: Captain Franklin Haven, additional aide-de-camp; Captain James D. W. Cutting, additional aide-de-camp.
