I. With a view to the present safe-keeping of property arrested on its way to States, places, or persons in insurrection against the United Government, or taken in situations and under circumstances such as justify a reasonable suspicion that it is destined ultimately to be forwarded to such States, place, or persons, and with the further view of accounting for the same at a proper time and in a satisfactory manner, it is hereby directed that all persons, military as well as civil, making arrests as aforesaid, within the Department of the Missouri, of goods, wares, and merchandise, of whatever description, at once take an inventory of the same, and forward it without delay to his city in duplicate, one copy being addressed to these headquarters, the other to W.
