These command procedures worked with the elite 1st ARVN Division, but less so with the average ARVN unit.

The Enemy

From a Western perspective, the Communist command and control apparatus
appeared complex and murky, yet there was no doubt about who was in
charge. From the beginning of the Viet Cong insurgency, the North Vietnamese
directed the war. According to recent revelations by North Viernamest
leaders, the 15th Plenary Session of the Central Committee of the Lao
Dong Party in 1959 decided on a determined policy to overthrow by force
the government of South Vietnam. In July of that year, men and material
began to flow over the "Ho Chi Minh Trail" through Laos and
Cambodia into the south. The "Second Indochina War" had started.25
