Historical discussion: During the Progressive Era, growing concern for workers injured or disabled in industry led the federal and state governments to increasingly adopt legislation to aid workers.  Beginning in the 1910s, state governments across the country adopted workers’ compensation laws, which required employers to provide injured workers with monetary compensation.  In 1920, the federal government established a national rehabilitation program for civilians with disabilities with the Smith-Fess Act, which provided training and job counseling for people with disabilities.
