Her Mother's Voice

This cartoon from the May 1912 issue of The Woman's Protest features the caption "Her Mother's Voice," a clear and interesting reference to the popular RCA advertisement featuring a dog named Nipper listening to a gramophone and hearing "his master's voice."

What is this cartoon's intended message? The woman pictured outside wears a sash reading "for women" and holds a hatchet in one hand and a pennant supporting "votes" in the other.
