Thus in addition to the sharp disagreements over the tariff that had fueled partisan debate over the years, tariff politics--and the
conflicting values about the nature of the American political economy that those politics
represented--led directly to the splintering of the Republican party and the eventual
election of Woodrow Wilson.
Taft
tried in vain to take some of the politics out of the tariff by advocating
a Tariff Commission to provide expert
policy. This Tariff Commission (it eventually became the
International Trade Commission), however, proved itself to be a subject of
controversy.
