Saving Special Privilege

The Payne bill would lower duties on importing raw materials, while retaining protectionist duties on importing manufactured products.

This Democratic cartoon, from Puck in February 17, 1909, shows the special privilege, the tariff, saved from the abyss by the Republican congressional leaders.
